14 / 20 Italy: ATECO 2025
What are the two ATECO 2025 dates?
Published Updated
Statistical classification only
Statistical classification only. This guide does not determine any reader's code. Confirm a code with Istat or the business register that holds the record. This is general information, not advice on any reader's registration.
ATECO 2025 has two dates, and they govern different things. Istat states that the new classification entered into force on 1 January 2025 (FIXED). Istat also states that a common strategy for operational implementation was communicated for implementation from 1 April 2025 (FIXED). The first date is the date on which the classification took effect. The second date is the date from which the bodies that hold registers began to apply it operationally, so that administrations could implement the new classification in their systems.
A reader who treats the two dates as one will expect register entries and statistical outputs to change on the same day, and will be misled in both directions. The classification can be in force while implementation is still being prepared, and implementation can begin while statistical outputs still follow the European domain timetable.
What does the entry into force date govern?
The date 1 January 2025 (FIXED) governs the entry into force of ATECO 2025. Istat states that the new classification entered into force on that date, replacing ATECO 2007 in its 2022 update, and that entry into force provides for adoption of the classification by economic operators resident in Italy for statistical, fiscal and administrative purposes. That statement is Istat’s own description of the scope of adoption. It does not mean that the statistical code itself decides fiscal or administrative questions. The EUR-Lex summary states that the European legislation only applies to statistical purposes. The Italian adoption statement describes which bodies use the classification. The bodies that use it apply their own rules to the questions they decide. The entry into force date is the date from which the new classification is the classification in force. It is not the date on which every register entry was rewritten, and it is not the date on which every statistical output moved.
| Date | What it governs | Source statement |
|---|---|---|
| 1 January 2025 (FIXED) | Entry into force of ATECO 2025 | Istat press release |
| 1 April 2025 (FIXED) | Operational implementation by the bodies holding registers | Joint press note, as reported by Istat |
The table above separates the two dates by what each governs. Both dates are labelled FIXED, because Istat presents both as dates on a published timetable for the classification.
What does the operational implementation date govern?
The date 1 April 2025 (FIXED) governs operational implementation. Istat states that a joint press note, issued in December 2024 (FIXED, as dated by Istat), communicated a common strategy for operational implementation from 1 April 2025 (FIXED), involving Istat, the chamber system, the ministry responsible for enterprises, and the tax system. The purpose of the gap between the two dates was to allow time for operational implementation by administrations that use the classification for generating administrative data and for collecting and disseminating statistical information. During that gap, the classification was in force, but the systems that apply it were being prepared. A reader who looks for a register entry rewritten in January 2025 (FIXED) will therefore not find the operational position. The operational position is the one from April 2025 (FIXED) onwards, as implemented by each body that holds a register.
How do the two dates relate to European statistics?
The two Italian dates relate to the European timetable, which runs from 1 January 2025 to 1 January 2031 (FIXED range) depending on the statistical domain. Istat states that publication of statistical outputs will take place in the coming years according to a timetable defined at EU level. That statement means that Italian statistical outputs move to ATECO 2025 domain by domain, following the European timetable, and not all at once on either Italian date. A reader of an Italian statistic should therefore check the version note in the publication, not the calendar date alone. A statistic published after 1 April 2025 (FIXED) can still use the old classification for a domain whose European timetable runs later, and a statistic for a period before 1 January 2025 (FIXED) can be re-presented under the new classification through backcasting.
What do the dates not decide?
The dates do not decide the code for any reader, and they do not decide tax, licensing, funding or collective agreement questions. They govern when the classification took effect and when it was implemented operationally. The entry for a specific business is confirmed with Istat or the business register that holds the record, with the version stated beside the code. This site holds no register and decides no entry. A reader who treats a date as a deadline for action by a business mistakes a classification timetable for an obligation. No such obligation is stated on the Istat page fetched for this guide, and this guide asserts none.
ATECO 2025 took effect on 1 January 2025 (FIXED), it was implemented operationally from 1 April 2025 (FIXED), and statistical outputs follow the European domain timetable after both dates. ”
