Health, education, arts and personal service changes in NACE Rev. 2.1 are listed in the manual passages on Sections Q, R, S and T in the new lettering, corresponding to former Sections P, Q, R and S. Each section was also renamed by the one letter shift, and Section S was renamed in heading as well, from arts, entertainment and recreation to arts, sports and recreation. The changes are major changes as defined in the manual, and the correspondence table must be checked for each class.

What changed in education and health?

In education, Section Q, the content of the section was adapted to the International Standard Classification of Education Programmes 2011, by extending group 85.3 for secondary education with a new class 85.33 for post secondary non tertiary education, moved from group 85.4 for higher education, and renaming the group to secondary and post secondary non tertiary education. The manual states that adaptation in the Section Q passage. The change is a move of one class between groups, combined with a group renaming and extension. A reader comparing education statistics must check the correspondence for class 85.33 and for the groups it left and joined, because the group totals will change even though the class itself moved as a whole.

In health, Section R, group 86.9 for other human health activities was split into eight classes: 86.91 for diagnostic imaging and medical laboratory activities, 86.92 for patient transportation by ambulance, 86.93 for activities of psychologists and psychotherapists except medical doctors, 86.94 for nursing and midwifery activities, 86.95 for physiotherapy activities, 86.96 for traditional, complementary and alternative medicine activities, 86.97 for intermediation for medical, dental and other human health services, and 86.99 for other human health activities not elsewhere classified. The manual lists all eight classes with headings in the Section R passage. The split is the largest single group split listed in the changelog, and it gives separate classes to activities previously grouped together in one group.

Section, new letteringChange stated in the manual
Q educationGroup 85.3 extended with class 85.33, group renamed
R health and social workGroup 86.9 split into eight classes 86.91 to 86.99
S arts, sports and recreationDivisions 90 and 91 completely restructured
T other servicesDivision 96 completely restructured, repair classes merged

What changed in arts, Section S?

Division 90 for arts creation and performing arts activities was completely restructured, by splitting it into new groups 90.1 for arts creation activities, 90.2 for activities of performing arts, and 90.3 for support activities to arts creation and performing arts, with various classes therein. Division 91 for libraries, archives, museums and other cultural activities was completely restructured, by splitting it into new groups 91.1 for library and archive activities, 91.2 for museums, collections, historical sites and monuments activities, 91.3 for conservation, restoration and other support activities for cultural heritage, and 91.4 for botanical and zoological garden and nature reserve activities, with various classes therein. The manual states both restructurings as complete restructurings, and it does not list the classes inside the new groups in the changelog passage. The classes must be found in the detailed structure and in the correspondence table.

A complete restructuring means that the group structure inside the division is new, and that a comparison at group level across versions cannot be made by matching group numbers. The groups must be matched by scope, using the notes and the correspondence table. A reader who matches group 90.1 in the old version with group 90.1 in the new version, without checking the headings and notes, will compare different fields, because the old group structure has been replaced. The heading for the new group, and the classes inside it, must be read in the new structure.

What changed in personal services, Section T?

The promotion of classes to groups in division 96 changes the level at which a heading sits. A heading that was a class in the old version is a group in the new version, with classes below it. A code for a personal service activity will therefore have a different structure in the new version, even where the heading words are similar. The correspondence table must be checked at class level, and the notes for the new classes must be read, before any comparison is made. The restructuring also creates a new intermediation group, 96.4, which must not be confused with the classes for the personal services themselves.

What does the health and arts changelog not show?

The changelog passages for Sections Q, R, S and T list major changes only, and for the restructured divisions they state the new groups without listing every class inside them. The detailed structure in the manual gives the classes, the explanatory notes give the scope of each class, and the correspondence table gives the relationship for each class. A reader who needs the class detail for arts or personal services must therefore move from the changelog passage to the structure and the table, rather than treating the changelog passage as a complete list. The changelog states that a restructuring happened. The structure and the table state what the restructuring means for each class.

Read the manual passages for Sections Q, R, S and T for the major changes, check the detailed structure and correspondence table for the class, and confirm any entry with the national statistical institute or the business register that holds the record.
